Strutt|Row Ops|RMS Average performs non-contiguous root mean square (RMS) averaging of the selected rows of RMS values.
Strutt implements the RMS addition as: `x = \sqrt{1/n(x_{1,RMS}^2 + x_{2,RMS}^2 + x_{3,RMS}^2 + ... + x_{n,RMS}^2)}`
