Strutt|Criteria|Ratings|Vibration|Response Factor calculates the Response Factor of the spectrum of the current row and inserts it into Column D of the active row
Strutt calculates the Response Factor using the AS2670.2 base curve for perception of building vibration as follows:
`RF=sqrt(sum_(f=1)^80((v/v_(ref))^2)`
where:
`v` is the measured vibration level at each frequency
`v_(ref)` is the AS2670.2 base curve at each frequency
